In a significant move aimed at reforming regulatory frameworks for non-profit and membership-based organizations, the Ministry of Corporate Affairs has released a draft proposal to amend key provisions of the Societies Registration Act and related laws governing associations in India. The government has officially invited feedback from the public, stakeholders, and legal experts by June 30, 2025.
The proposed amendments seek to bring greater transparency, accountability, and digital compliance to the functioning of registered societies, charitable trusts, and other non-governmental associations. Key highlights include mandatory annual digital filing of financials, stricter norms for foreign donations, uniform registration procedures across states, and penalties for non-compliance.
“These reforms are part of our broader agenda to ensure that associations work with integrity and maintain public trust,” said an official spokesperson from the ministry. “We are encouraging public participation to ensure the amendments reflect ground realities.”
Legal analysts point out that current association laws, many of which date back to the 19th century, are due for modernization. The proposed changes aim to simplify procedures, strengthen regulatory oversight, and encourage more consistent governance models across the country.
Civil society organizations have welcomed the consultation process, but some have also raised concerns about overregulation. “Accountability is essential, but the rules should not burden small or grassroots-level organizations,” said Renu Sharma, director of a Delhi-based NGO.
The ministry has made the draft available on its official website and encouraged written submissions through both email and postal channels. A series of stakeholder consultation meetings are also scheduled in major cities over the next month.
As associations form the backbone of India’s voluntary and civic sector, the outcome of these consultations could shape the future landscape of social and community-led initiatives in the country.
