The Indian government has launched a progressive policy to encourage joint ventures (JVs) in the critical sectors of skill development and education, recognizing the need to equip the country’s vast youth population with industry-relevant skills and globally competitive education. This initiative, led by the Ministry of Skill Development and Entrepreneurship (MSDE) and supported by the Ministry of Education, aims to foster partnerships between Indian institutions and global universities, training providers, industry bodies, and technology companies to deliver high-impact learning outcomes.
Under the new framework, joint ventures in these sectors will benefit from ease of approvals, funding support, and infrastructure access through flagship programs like Skill India Mission, Pradhan Mantri Kaushal Vikas Yojana (PMKVY), and the National Education Policy (NEP) 2020. The policy promotes collaborative models that enable dual certification, faculty exchange, curriculum co-creation, and internship-driven learning. Special incentives are offered for JVs that focus on emerging technologies such as AI, robotics, green energy, financial technology, and healthcare innovation.
To encourage international collaboration, the government now permits 100% foreign direct investment (FDI) in education and skilling projects under the automatic route, especially in areas where institutions commit to setting up training infrastructure, providing hands-on industrial exposure, and improving employability. Joint ventures that operate in underserved regions, promote digital education platforms, or contribute to women and youth empowerment are given priority for public-private partnership opportunities and grants.
