In a strong message to societies and clubs on the importance of regulatory compliance, the Registrar of Societies has penalized a prominent recreational club in Ahmedabad for failing to file its mandatory annual returns for three consecutive years. The action marks one of the first publicized enforcement cases under the state’s updated society governance norms.

According to official sources, the club—which hosts over 800 members and operates facilities including a gym, library, and banquet hall—did not submit its income and expenditure statements, membership records, and audit reports despite multiple reminders. As per the Societies Registration Act, such non-compliance constitutes a breach of governance duties and may invite penalties or temporary suspension of registration.

The Registrar has imposed a monetary fine, issued a show-cause notice to the club’s managing committee, and temporarily restricted access to certain state subsidies and public facilities until compliance is restored. The club has been given 30 days to file all pending documents and update its governance records.

“Annual returns are not a formality—they are a legal responsibility,” said Ritesh Mehta, Deputy Registrar. “Clubs enjoy privileges as registered entities and must uphold transparency in their functioning.”

Members of the club expressed surprise and concern, with several demanding greater accountability from the committee. “We pay our dues and expect responsible management. These lapses affect the club’s credibility,” said Neha Trivedi, a senior member.

Registrar officials have warned that more such actions may follow if other societies and clubs continue to ignore compliance norms. Training workshops and digital filing aids are being planned to help societies meet their obligations.

This move underscores the government’s commitment to tightening oversight and ensuring that community institutions operate with integrity and transparency.
