The Ministry of Housing and Urban Affairs has introduced a mandatory training program for housing society secretaries, aiming to standardize governance practices across India’s 600,000+ residential societies. The six-week “Certified Society Secretary” (CSS) course, developed with IIM Bangalore, covers legal compliance, financial management, and conflict resolution, addressing critical skill gaps revealed in a 2023 audit showing 68% of societies mismanage maintenance funds.
Starting April 2024, all new secretaries must complete the 120-hour hybrid program featuring modules on RERA laws, cybersecurity for digital records, and disaster preparedness. Existing secretaries get an 18-month transition period to certify. The ₹7,500 course fee will be reimbursed for societies in the Economically Weaker Sections category. “This professionalization prevents the ₹2,800 crore annual loss from governance failures,” stated Housing Secretary Durga Shanker Mishra during the Mumbai launch event.
While federations like the National Confederation of RWAs welcome standardized training, some criticize the one-size-fits-all approach for diverse societies. The program includes tiered certifications – Basic (50 units), Advanced (100+ units), and Premium (500+ units) – with specialized electives for high-rise safety and green building norms. Successful candidates gain access to a centralized support portal with template documents and legal hotlines, potentially transforming a traditionally informal role into a recognized profession.
