The Indian government has intensified its focus on promoting technology transfer through strategically structured joint ventures (JVs), particularly in sectors critical to national development such as defense, aerospace, renewable energy, semiconductors, and advanced manufacturing. Recognizing the role of technology in boosting productivity and innovation, policymakers are encouraging both public and private sector enterprises to collaborate with foreign and domestic partners who can bring in cutting-edge know-how. These partnerships are seen as vital for enhancing India’s technological self-reliance while upgrading domestic capabilities.

To support this vision, the government is offering incentives and regulatory support to joint ventures that involve substantial technology-sharing arrangements, including relaxed FDI norms in non-sensitive sectors, access to research grants, and eligibility for Production-Linked Incentive (PLI) schemes. JVs involving technology transfer are also being given fast-track clearances, with additional support from the Department for Promotion of Industry and Internal Trade (DPIIT), and favorable terms under the Make in India and Startup India initiatives. Further, collaborative ventures are being encouraged to establish centers of excellence and innovation labs as part of their operational strategy.

This policy shift is aimed at positioning India not just as a global manufacturing hub but also as a center for technological innovation and product development. By fostering meaningful joint ventures with a strong focus on intellectual property development, the government hopes to ensure long-term strategic gains, reduce import dependency in high-tech goods, and empower domestic industries with the skills and tools needed for global competitiveness. The emphasis on technology transfer through JVs marks a critical step in India’s journey toward becoming a knowledge-based economy.
