 National Logistics Policy Includes Toll Rationalization

The recently unveiled National Logistics Policy (NLP) includes a strong emphasis on toll rationalization as a key component of improving efficiency and cost-effectiveness across India’s transport and supply chain network. Recognizing that unpredictable toll structures and multiple charges across short distances add to logistics costs and delays, the policy advocates for a more uniform, transparent, and technology-driven tolling system across national and state highways. The move is aimed at reducing operational friction for freight operators and ensuring smoother transit for goods across the country.

Under the toll rationalization strategy, the policy proposes measures such as consolidated tolling for high-frequency freight corridors, elimination of redundant toll plazas, and transition to distance-based tolling using GPS and automated tracking technologies. These reforms are designed to prevent dual tolling, reduce transaction time at plazas, and align toll charges more closely with infrastructure usage. The policy also supports monthly toll caps or prepaid toll solutions for commercial fleets to help businesses better manage their logistics budgets.

The National Logistics Policy integrates toll reform within a broader framework of multimodal transport development, digital documentation, and unified infrastructure planning. Implementation will be coordinated through agencies like the National Highways Authority of India (NHAI) and Logistics Division under the Ministry of Commerce, in consultation with state governments and private logistics stakeholders. The inclusion of toll rationalization signals a major step forward in India’s ambition to reduce logistics costs to global benchmarks and enhance the competitiveness of domestic and export-driven industries.
