The Indian government has released a new policy framework to promote joint ventures (JVs) in the affordable housing sector, with the aim of addressing the housing shortage, supporting urbanization, and ensuring inclusive growth. Spearheaded by the Ministry of Housing and Urban Affairs (MoHUA) under the umbrella of flagship programs like Pradhan Mantri Awas Yojana – Urban (PMAY-U) and Housing for All, this framework encourages collaboration between public sector entities, private developers, financial institutions, and international investors to develop economically viable, socially inclusive, and sustainable housing projects.

Under the framework, joint ventures are eligible for a wide range of incentives, including land at concessional rates, fast-track approvals, infrastructure support, and subsidies under the Credit-Linked Subsidy Scheme (CLSS). The government also permits 100% foreign direct investment (FDI) under the automatic route in construction and affordable housing development, making it easier for global players to collaborate with Indian partners. JVs can participate in the development of housing clusters, rental housing complexes, integrated townships, and the redevelopment of slums and urban informal settlements.

The policy emphasizes JVs that adopt green building standards, cost-effective construction technologies, and smart urban infrastructure. Projects that cater to low- and middle-income groups (LIG and MIG), ensure last-mile connectivity, and integrate social amenities such as schools, healthcare, and public transport are prioritized. Through this framework, the government aims to expand private sector participation, foster innovative financing, and ensure that quality housing becomes accessible to all segments of society, particularly in India’s fast-growing Tier 2 and Tier 3 cities.
