In a major step towards improving transparency and fairness in internal elections, the Karnataka Registrar of Societies has officially released a standardized Election Manual for Club and Association Governance. This guide aims to help clubs, welfare associations, and registered societies conduct member elections in a structured, rule-bound, and dispute-free manner.
The manual, developed after extensive consultation with legal experts and civil society stakeholders, outlines procedures for candidate nominations, voter eligibility verification, ballot design, counting protocols, and grievance redressal. It also includes model forms, checklists, and timelines to assist office-bearers in complying with legal and ethical standards.
“We’ve seen increasing complaints about irregularities and manipulation in club elections,” said Registrar Mr. D. Mahesh. “This manual provides a uniform process that ensures every member’s right to vote is respected and elections are free from bias.”
The release comes in response to recent controversies surrounding elections in high-profile social and recreational clubs across the state, many of which lacked written electoral procedures or accountability mechanisms.
Under the new guidelines, societies are encouraged to appoint independent election officers, maintain voter rolls online, and adopt e-voting systems where feasible. The manual also stresses gender inclusion and access for senior and disabled members.
Club presidents and secretaries have largely welcomed the initiative. “It will bring order to what has often been a chaotic process,” said Jyoti Rao, secretary of a cultural club in Malleswaram. “We now have clear rules that protect the rights of both candidates and voters.”
The Registrar’s office plans to conduct workshops to familiarize societies with the manual and may make its implementation mandatory in the future, starting with clubs receiving public funding or government recognition.
