Establish the contribution process for daily wagers

Introduction

Daily wage employees form a significant portion of India’s informal and semi-formal workforce. Ensuring their inclusion in social security schemes like the Employees’ Provident Fund (EPF) is crucial for long-term financial stability and retirement protection. While the EPF was traditionally geared toward salaried workers with monthly incomes, the evolving regulatory framework allows for the inclusion of daily wage workers under certain conditions. Establishing a proper contribution process for daily wagers under EPF helps safeguard their future and aligns with the broader vision of universal social security.

Eligibility of Daily Wagers under EPF
Daily wage workers are eligible for EPF if they are employed in an establishment covered under the EPF Act (i.e., employing 20 or more persons) and are drawing wages up to ₹15,000 per month. Employers can also voluntarily register for EPF even if they have fewer employees or hire workers on a casual or daily basis.

Employer’s Responsibility to Include Daily Wagers
It is the employer’s duty to ensure that daily wagers who meet eligibility criteria are enrolled in the EPF scheme. This includes generating a Universal Account Number (UAN) for the worker, verifying KYC documents, and ensuring monthly contributions based on actual wages paid.

Wage Calculation for Contribution
Since daily wagers are paid based on the number of days worked, their monthly wages must be computed accordingly. The EPF contribution is calculated on the actual total wages earned during the month. If a daily wager works 20 days at ₹500 per day, their total wage would be ₹10,000, and EPF contributions are based on that figure.

Contribution Rate for Daily Wagers

  • Employee’s share: 12% of total monthly earned wages
  • Employer’s share: 12% of total monthly earned wages (with 8.33% toward EPS and the rest to EPF)
These contributions are calculated proportionately, just as with regular salaried employees, based on actual earnings.

EPF Payment and Return Filing Process
The employer must include daily wagers in the Electronic Challan cum Return (ECR) every month. Their names, UANs, actual earnings, and contributions must be accurately recorded and uploaded through the EPFO Unified Portal. Payments are made through digital banking linked to the portal.

Documentation and KYC Compliance
For each daily wager, employers must ensure the submission and verification of:

  • Aadhaar number
  • PAN card
  • Bank account details
This helps in UAN activation and enables online services like claim filing, e-nomination, and passbook access for the worker.

Fluctuation in Contribution Due to Irregular Work
Since the number of working days varies each month, the contribution amount for daily wagers may change accordingly. This does not violate EPF norms, as long as calculations are based on actual wages and consistent participation is ensured.

Portability and Job Switching
If daily wagers shift from one employer to another, their EPF accounts can continue using the same UAN. This ensures portability of contributions and service continuity, which is crucial for pension eligibility under the EPS.

Benefits of EPF for Daily Wagers

  • Long-term savings with interest
  • Pension benefits after retirement
  • Emergency withdrawals for medical or family needs
  • Protection for family through nomination
  • Access to digital services and grievance redressal

Awareness and Inclusion Measures
Employers must educate daily wagers on the benefits of EPF participation and ensure their informed consent. Including them in internal training sessions and documentation processes helps in building financial security awareness among informal workers.

Conclusion
Establishing a contribution process for daily wagers under EPF reflects an inclusive approach to workforce welfare. By adapting payroll calculations, ensuring KYC compliance, and using EPFO’s digital tools, employers can extend vital social security coverage to daily wage earners. This not only fulfills legal obligations but also contributes to broader economic equity and long-term financial security for all categories of workers.
