The initiative, launched by the Ministry of Corporate Affairs (MCA), is designed to support large-scale social missions by simplifying the registration process for groups of related charitable entities.

Under this scheme, multiple Section 8 companies working under a common theme, umbrella organization, or regional alliance—such as federations of schools, healthcare initiatives, rural cooperatives, or environmental programs—can now apply for incorporation in a consolidated application batch. The move is expected to particularly benefit CSR-backed consortiums, social incubators, and multi-project NGOs planning multiple legal entities under one mission-driven structure.

The bulk registration process offers a unified document submission system, standardized Memorandum and Articles of Association templates, and a single-window clearance mechanism for preliminary approvals. Each entity in the cluster must still comply individually with statutory norms such as having at least two promoters, valid DINs, digital signatures, and clear articulation of its non-profit objectives.

Officials have clarified that this provision is aimed at efficiency, not exemption, and that each Section 8 company will retain distinct legal identity, obligations, and reporting requirements post-approval. The MCA will also apply additional scrutiny at the Central Registration Centre (CRC) to ensure that the cluster model is not misused to evade compliance or fragment responsibilities.

Legal experts and social enterprise leaders have welcomed the reform, stating it will enable faster scaling of impact-oriented operations and encourage innovation in structured non-profit networks. The policy reflects the government’s ongoing commitment to nurturing India’s non-profit ecosystem with smart, flexible, and governance-driven regulatory support.
