The Indian government has officially opened the door for joint ventures (JVs) in the development and commercialization of space-based applications, marking a pivotal shift in the country’s space policy. Spearheaded by the Indian National Space Promotion and Authorization Center (IN-SPACe) in coordination with the Department of Space and ISRO, the initiative is designed to promote collaboration between Indian private firms, global aerospace companies, startups, and research institutions to accelerate innovation in areas like satellite communication, Earth observation, navigation, climate monitoring, and space-based internet services.

Under this policy, joint ventures are now permitted to participate in satellite launches, payload development, remote sensing services, data analytics, and space tech commercialization. The government offers a range of support measures, including simplified authorization processes, priority spectrum access, access to ISRO’s testing and launch facilities, and regulatory certainty under the Indian Space Policy 2023. Moreover, 100% foreign direct investment (FDI) is permitted under the automatic route for satellite data and application services, while launch and manufacturing services are open under the government route with relaxed conditions.

JVs that focus on dual-use technology, critical infrastructure monitoring, agriculture analytics, and disaster management tools are given special priority. Proposals involving technology transfer, capacity building, and startup incubation in the space sector are encouraged, with eligibility for funding under schemes like the Startup India Seed Fund and incentives from space parks planned in states such as Karnataka and Tamil Nadu. This push for collaborative ventures in the space domain aims to establish India as a global player in the commercial space economy, driving both innovation and socio-economic impact through space-based solutions.
