OPC Startups Access Government Tenders

One Person Company (OPC) startups in India are now increasingly gaining access to government tenders and public procurement opportunities, thanks to policy reforms that recognize OPCs as legitimate and eligible business entities. This marks a significant shift in the startup ecosystem, allowing solo entrepreneurs to compete for state and central government contracts that were once restricted to larger firms or multi-member entities. As a result, OPCs are now active participants in sectors like IT services, training, consultancy, infrastructure support, and supply chain solutions.

The Government e-Marketplace (GeM) and other procurement platforms now allow registered OPCs to bid for tenders, provided they meet the basic eligibility criteria. Additionally, many tenders give preferential treatment to startups and Micro, Small, and Medium Enterprises (MSMEs)—categories in which most OPCs fall once they are properly registered. Benefits include relaxation of prior turnover requirements, exemption from earnest money deposits, and access to procurement set-asides, especially under the Public Procurement Policy for MSEs.

To further streamline access, the government encourages OPC startups to register under Udyam (MSME portal) and obtain recognition through Startup India, enabling them to demonstrate credibility and compliance. These registrations help OPCs gain visibility among government buyers and improve their chances of securing contracts. With simplified compliance, formal legal status, and a growing range of support schemes, OPC startups are now positioned to tap into the vast public sector market, contributing to inclusive growth and enhancing the role of solo entrepreneurs in national development.
