The Government of India, in a move to expand access to financial identity services, has introduced a streamlined PAN allotment system at Common Service Centres (CSCs) across the country. This initiative, launched by the Ministry of Finance in collaboration with the Income Tax Department and the Ministry of Electronics and IT, is designed to ensure that individuals in rural and underserved regions can apply for and receive their Permanent Account Number (PAN) with ease and efficiency.
Through this new system, citizens can visit their nearest CSC and apply for a PAN using either the standard Form 49A or the instant e-PAN process, depending on their eligibility. The process includes biometric authentication, Aadhaar-based e-KYC, and real-time application tracking. Trained CSC operators assist applicants in filling forms, uploading documents, and submitting requests without the need for internet access or technical expertise on the applicant’s part.
The PAN allotted through CSCs is valid for all financial and tax-related activities, including bank account opening, income tax return filing, property transactions, and subsidy claims. The facility is especially useful for individuals such as farmers, small business owners, students, and pensioners who may not have access to digital tools or formal financial literacy. This initiative aligns with the government’s larger goal of financial inclusion, ensuring that no citizen is left out of the formal economic framework due to a lack of access or awareness.
